[Bug 2141748] [NEW] Network issues after update of kernel

Public bug reported:

Since the kernel update, we experience packet drops and connection
failures on all servers where we updated Ubuntu 24.04 Server to
6.8.0-100-generic (different vendors, different LAN cards). On the same
network, we run also servers with Ubuntu 24.04 Server 6.8.0-94-generic
without issue. Booting up older kernel also solves the issue.
