[Bug 2171810] [NEW] Mainline Kernel Builds Stopped

Public bug reported: kernel.ubuntu.com/mainline has not published new builds since mid- September 2026. Evidence (checked 2026-10-21): - Latest daily: 2026-09-17 (7.3.0-070300rc3daily20260917). No daily dirs after that date. - Latest tagged dir: v7.3-rc3 (2026-09-14). v7.3-rc4, rc5, rc6, rc7 and v7.3 (final, tagged upstream 2026-10-18) do not exist. - https://kernel.ubuntu.com/mainline/v7.3/ returns 404. - The last daily run itself built fine on amd64, arm64, armhf, ppc64el and s390x. amd64 self-tests failed (rc=2). i386 build failed after 8s (rc=2). riscv64 reported success in 10s with no .debs. This looks like the scheduler/trigger stopped, not a compile failure. Similar multi-week stalls happened in Oct 2023 and Sep 2024. Request: please restore the build pipeline, and publish v7.3-rc4 through v7.3 if possible.
