The issue is not present with kernel 7.0.0-34-generic. Regression confirmed by booting between the two kernels on identical hardware and configuration: 7.0.0-34 is clean, 7.0.0-38 exhibits the noise flashes. Hardware: Slimbook EVO 14 GPU: AMD Strix [Radeon 880M OS: Slimbook OS 26 (based on Ubuntu 26.04 LTS), stock Ubuntu kernel via linux-image-generic-hwe-26.04 track (7.0.0-38.38 from the standard Ubuntu archive) Happy to attach full dmesg/journalctl output from a 7.0.0-38 session; currently booted into 7.0.0-34 as a workaround.
