[Bug 2166836] [NEW] 7.0.0-31-generic regression

Public bug reported: 7.0.0-31-generic causes shift and fn keys not to work. Initially could not log into device as I could not use caps. Eventually logged in using caps lock and could verify using evtest that neither shift key or the fn key was working My bluetooth keyboard shift and fn keys worked. Going back to 7.0.0-30-generic resolved the issue.
