Additional note: Bug affects both i915 and xe drivers. With xe.force_probe=7d45 i915.force_probe=!7d45 in GRUB, the xe driver is active and shows the same HPD storm. This causes HDMI monitors to take 30+ minutes to be detected and causes repeated connect/disconnect cycling when a monitor is plugged in.
