This also affects me; I upgraded from 6.14.0-37-generic to
6.17.0-14-generic. However, my ethernet driver is r8168. I'm using KDE
neon 24.04. The only way I could get ethernet access was to reboot with
the old kernel. To report, launching ubuntu-bug linux failed -- It
came up with
*** Problem in linux-image-6.14.0-37-generic
The problem cannot be reported:
This does not seem to be an official KDE package.
I am using the old kernel right now in order to access ethernet. Sorry
if this is not enough to help; I'm something of a newbie.

Description:
A regression has been observed in the r8169 driver after updating to kernel 6.17.0-14-generic. The ethernet interface links up and is assigned an IP address, but fails to transmit any data.
1) Ubuntu Release:
Ubuntu 24.04.3 LTS (Noble Numbat)
2) Package Version:
linux-image-6.17.0-14-generic
3) Expected Behaviour:
The ethernet interface enp3s0 should transmit and receive packets normally, as it does on the 6.14.0-37-generic kernel.
**Summary:**
Ethernet interface `enp3s0` fails to transmit packets on Kernel `6.17.0-14-generic`.
Link reports as UP, IP is assigned, but 0 packets are transmitted.
`dmesg` reports repeated `NETDEV WATCHDOG: transmit queue timed out` errors.
The system works correctly on the previous kernel `6.14.0-37-generic`.
**Hardware:**
- **Motherboard:** Gigabyte GA-78LMT-USB3
- **Network Controller:** Realtek RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller

- Interface `enp3s0` comes up but cannot ping gateway.
- `dmesg` shows:

- `NETDEV WATCHDOG: enp3s0 (r8169): transmit queue 0 timed out`
- `r8169: Netdev watchdog: CPU: 3, transmit queue 0 timed out`
**Info:**
Booting into previous kernel `6.14.0-37-generic` restores full functionality.
4) Actual Behaviour:
The interface fails to transmit data. Pings to the local gateway result in 100% packet loss. dmesg logs are flooded with "NETDEV WATCHDOG" timeout errors.
