[Bug 2142340] [NEW] Enable coresight to align with defconfig

Public bug reported:

The tegra defconfig enables coresight, so the annotations should follow
suit.

This was brought to attention by a coresight build failure that was caught with the tegra defconfig but not the Ubuntu config. These issues are addressed by the following bugs:
