I rebooted on one of the recovery options in Grub with older kernel,
6.17.0-8-generic, in opposition to the new 6.19.0-3, and it works again.

Bug description:
After a yesterday's 'apt upgrade' almost every website fails to load
in Chromium on 26.04.

The error page says ERR_ACCESS_DENIED and stderr

SSL_ERROR_SSL indicates the operation failed within the library.

The issue is not reproducible on the same version of Chromium on
24.04.
