High-resolution scrolling breaks when waking from suspend

Confirmed

Bug description:
Scrolling is extremely slow after resuming from suspend. This issue
affects various devices that utilize high-resolution scrolling, such
as the Ultimate Hacking Keyboard.

A kernel patch has already been made, but no one has picked it up, so
I kindly request that anyone who's in charge push it:
