[Bug 2137438] [NEW] SteelSeries Rival 3 Wireless does not start after reboot

Public bug reported:

If I connect the SteelSeries Rival 3 Wireless USB receiver while the
computer is running, the mouse works, using the receiver (using the 2.4G
radio connection).

If I boot with the receiver installed, the mouse does not work. To work,
I have to remove and insert the receiver again. Soon as I insert the
receiver, it works.
