Ubuntu 16.10 (Yakkety Yak) has reached end of life, so this bug will not
be fixed for that specific release.

Bug description:
The Current Yakkety driver does not have support for the new
generation of Cavium LiquidIO adapter.

This bug is for backporting the driver. A firmware file also needs to
be included in initramfs for the driver to initialize correctly.
