This is known issue with some of the latest Intel CPU's with hwe.

This is fixed for 25.10 and will be fixed too for 24.04.4 but 24.04.3 will stay broken.
If you want 24.04 with the hwe kernel, I advise you to install Ubuntu without the HWE kernel.
Once installed on the server storage, install the hwe kernel. I would try to install this with 25.10 and also with the daily images for 24.04 https://cdimage.ubuntu.com/ubuntu-server/noble/daily-live/current/ If these do not work I will reopen the bug.

Bug description:
Ubuntu 24.04.3 LTS with HWE kernel fails to boot on Dell PowerEdge R770 servers.
During boot, the system repeatedly outputs: "stdin: Invalid argument" and eventually prompts for boot options (e.g., "Attempt interactive netboot from a URL?"). The system does not proceed to load the operating system.
Steps to Repro:
1. Download the Ubuntu 24.04.3 LTS ISO image with the Hardware Enablement (HWE) kernel.
2. Prepare a bootable installation media (ISO mounted via virtual media or USB).
3. Access the Dell PowerEdge R770 server and configure it to boot from the prepared installation media.
4. Start the boot process using the HWE kernel option from the GRUB menu.
5. Observe the console output during the boot sequence.
