Can you tell me how many times you unplugged and plugged power adapter
during that log?
I see that hardware left s0i3 state 4 times over the one suspend cycle:

I'm wondering if it's 1:1 mapping that it woke up and went back to
hardware sleep state or this prevented it from going back to HW sleep
state. Each time it woke up it would have:
> PM: Triggering wakeup from IRQ 9
You can do some more experiments on your side to understand the
behavior. But I feel there are one of two things happening.
1) The EC (which woke the system from the power adapter event) has a bug with how it handles this event.
2) The Linux kernel (which reacts to the EC SCI) should be doing something more with the wakeup event than what it does with advancing EC transactions.
I feel it's /more likely/ a bug with the EC.

Bug description:
After wake up I can see at least once a week issue with CPU frequency
not going up. When running:
$ watch lscpu -e=CPU,MHZ
standard output looks like:

while when the issue occurs, I can't see 600 Mhz or higher values in
the same graph. Which also means that response time of computer is
much lower and everything feels lazy.
Restart fixes the issue or plug power cable off and in again.
