I think it's the kernel DRM driver (i915) that's meant to evict
simpledrm. Either explicitly or implicitly. Or maybe simpledrm monitors
for new fbdev devices and removes itself when another one appears (as
alluded to in bug 2060268). The latter I should be able to test for and
confirm in the coming days...

The only reason bug 2060268 was solved in user space was because it was
Nvidia and we have no power to modify that driver.

Bug description:
Settings is reporting a second display ("Unknown") is connected. This
is on a laptop which has nothing plugged in and only an Intel GPU.

It appears the problem is once again (like bug 2060268) SimpleDRM:
