ThinkPad Z13 + AMDGPU Bootloops on wake from suspend

Bug description:
ThinkPad Z13 running Ubuntu 24.04 with all updates.

I can reliably make the system hard reboot then become unbootable
until hard reset with the power button.

Steps to reproduce
------------------

1. Boot using 6.8.0-35-generic stock kernel from the repo
2. Login to the desktop
3. Top right GNOME menu, power button, suspend
4. Wait for the system to suspend
5. Wake the system up
6a. Unlock to the desktop
or
6b. Wait

Expected outcome
----------------

System functions as if nothing had happened

Actual outcome
--------------

Screen goes black, system 'restarts' (in quotes because it's unusable)
and begins looping. I see the Lenovo logo, black screen, reboot, then
back to the Lenovo logo. I never get a usable desktop again.


Workaround
----------

Booting the 'Mainline' 'PPA' kernel linux-image-6.9.3-060903-generic
does not exhibit this behaviour.


My spidey sense points to the AMD GPU driver. But this is wild
speculation.
