Bug description:
Hi

After upgrading the Linux kernel from 5.11.0-27 to 5.13.0-37 a device
that uses a pl2303 usb serial chip no longer works.

This seems very similar to bug 1959110, and according to that it
should be fixed, but somehow it's not.
