Bug description:
Ubuntu certification list includes 20.04 running on the Lenovo X1 Carbon Gen 8:
https://certification.ubuntu.com/hardware/202005-27937

But wifi does not work, at all ('iwlist scanning' returns 'No scan
results' despite more than a dozen 2.4ghz networks and a half dozen
5ghz networks in range).

I've tried the kernel listed in the certification above,
5.4.0-33-generic, the installed kernel, 5.4.0-42-genric, the updated
kernel, 5.4.0-47-generic, all without success. I've tried disabling
various features (disable_11ac=Y disable_11ax=Y disable_11n=1), also
without success.

(Ignore the mt76x0u device in logs, it was a wireless USB dongle I
added in order to file the bug report)
