Bug description:
The kci_test_encap_fou() from kci_test_encap() in rtnetlink.sh of kselftests/net will fail with non-zero return value, and print:
  "FAIL: can't add fou port 7777, skipping test"

How to reproduce this:
 devdummy="test-dummy0"
 testns="testns"
 ip netns add "$testns"
 ip netns exec "$testns" ip link set lo up
 ip netns exec "$testns" ip link add name "$devdummy" type dummy
 ip netns exec "$testns" ip link set "$devdummy" up
 ip netns exec "$testns" ip fou add port 7777 ipproto 47
RTNETLINK answers: No such file or directory
Error talking to the kernel

This is not a regression, it's the real test result after bug 1890136
has been fixed.
