[Bug 1802023] [NEW] hns3: map tx ring to tc

[Impact]
hns3 supports hardware-based traffic classes. However, this requires that the driver map the classes to hardware rings during initialization.

[Test Case]
I don't have a way to verify that the hardware is behaving as programmed, so this is regression-tested only.
