[Impact]
System does not enter to lower power state when suspend, the QAIC card consumes excess power.
[Fix]
Cherry pick "3301ef0 accel/qaic: Add support for PM callbacks" from linux-next and a few other commits recommended by Qualcomm
[Test Case]
Suspend and resume the machine, check if the machine can resume correctly, check if devices are functional. Check power consumption during suspend that it's lower than before.
[Where problems could occur]
Introduces new code path for power management, suspend/resume may break so thorough testing is required.
